 The Kamianets-Podilskyi Urban Territorial Community was established on June 12, 2020.

The community comprises the administrative center, the city of Kamianets-Podilskyi, and 12 settlements: Vilkhovets, Dovzhok, Zinkivtsi, Kniahynyn, Kolybaivka, Liskivtsi, Nahoriany, Ostrivchany, Rykhta, Smotrych, Khodorivtsi, and Chervona Chaharivka.

Area: 175.199 km²

 TRANSPORT AND LOGISTICS

A well-developed network of international highways provides external transport connections with the industrial centers of Ukraine, as well as Poland, Romania, and Moldova.

The community is strategically located at the intersection of national highways providing access to major international routes.

Distance to major cities:

  • 442 km to Kyiv, the capital of Ukraine
  • 100 km to Khmelnytskyi
  • 85 km to Chernivtsi

The community is also located within convenient reach of the nearest international airports in neighboring countries, providing access to destinations across Europe.

 COMMUNITY ECONOMY

The economy of the community is represented by the industrial sector and a wide range of small and medium-sized enterprises operating in various industries.

The industrial potential of the Kamianets-Podilskyi Urban Territorial Community is represented by 236 enterprises.

In 2025, the core industrial sector comprised 37 industrial enterprises, including:

  • 1 enterprise in mining and quarrying;
  • 29 enterprises in manufacturing;
  • 7 enterprises engaged in electricity, gas, steam and air conditioning supply, water supply, sewerage, waste management and remediation activities.

The key enterprises that shape the local economy include:

 FOREIGN TRADE

A significant share of the goods and services produced by local enterprises is exported. The geographical scope of foreign trade continues to expand.

Trade operations are carried out with partners in more than 60 countries worldwide, including 37 export destinations and 49 import countries.

 AGRICULTURAL SECTOR

The agricultural sector is a relatively new area of the community’s economy, which has been developing since the establishment of the community.

In 2025, 28 agricultural producers of various forms of ownership and a production unit of Podillia State University carried out economic activities within the community. They cultivated 6,479.09 hectares of agricultural land within the community and 679.35 hectares outside the community.

Of the total number of agricultural producers, 17 are registered and operate within the community, including:

  • 4 limited liability companies;
  • 3 private enterprises;
  • 6 farms;
  • 1 individual entrepreneur;
  • 2 individual farmers;
  • 1 production unit of Podillia State University.

These producers cultivate 2,476.55 hectares of agricultural land within the community and 712.61 hectares outside the community.

In 2025, the volume of gross agricultural output increased by 3.9% compared to 2024. Grain production amounted to 19.5 thousand tonnes, while the total production of oilseed crops in the community reached approximately 14.5 thousand tonnes.

 HUMAN RESOURCES AND EDUCATION

A strong labor pool, combined with a relatively moderate wage level, creates favorable conditions for investors looking to establish and develop businesses in the community.

  • Employed population: 23.1 thousand
  • Unemployed population: 3.1 thousand
  • People employed during the year: 3.0 thousand
  • Applicants per vacancy: 3 persons
  • Average monthly salary: UAH 20,000

The Kamianets-Podilskyi community has a strong educational and research base and a dynamic labor market, which has significantly adapted during the full-scale invasion through the integration of internally displaced persons (IDPs) and relocated businesses.

A key competitive advantage of the community is its strong higher and vocational education cluster, comprising 14 higher and vocational education institutions, including Podillia State University. This enables the community to train and develop a skilled workforce locally.

The main challenge is to better align the educational offer with the actual needs of local businesses, particularly in agriculture, HoReCa, industry, and construction.
