Esslingen am Neckar

 Official partnership relations between Kamianets-Podilskyi and Esslingen am Neckar (Federal Republic of Germany) were officially established on April 25, 2023. On this day, during an official visit of the Esslingen delegation to Kamianets-Podilskyi, the cities signed a cooperation agreement. Esslingen became the first city in Germany with which Kamianets-Podilskyi established official partnership relations.

The partnership initiative developed within the international network Cities 4 Cities | United 4 Ukraine, which promotes the development of inter-municipal ties and support for Ukrainian communities. The decision of the Esslingen City Council to establish partnership relations was adopted on February 13, 2023, with the support of the Chief Lord Mayor of Esslingen, Matthias Klopfer.

 Main Areas of Cooperation

The partnership encompasses a wide range of areas, including healthcare, civil protection, education, culture, youth policy, social and humanitarian support, civil society development, tourism, and economic engagement.

During the working visit of the Kamianets-Podilskyi delegation to Esslingen in January 2024, the parties identified key issues of cooperation with the local healthcare system, psychological rehabilitation of children, support for emergency response services, development of youth sports, support for non-governmental organizations, and attracting German businesses to the economic development of Kamianets-Podilskyi. The possibility of launching academic cooperation between educational institutions of both communities was also discussed.

 Medical Cooperation and Professional Exchange

An important area of partnership between Kamianets-Podilskyi and Esslingen am Neckar is cooperation in healthcare and professional exchange among medical workers. Within the framework of the partnership, Klinikum Esslingen provides medical and technical support, including the transfer of equipment to develop rehabilitation care in Kamianets-Podilskyi.

A distinct focus area is professional internships for Ukrainian doctors in Germany. In November 2025, four medical specialists from Kamianets-Podilskyi—two surgeons and two anesthesiologists—completed an internship at Klinikum Esslingen, where they exchanged experience with German colleagues in the fields of minimally invasive surgery, anesthesiology, and treatment management.

Thus, cooperation involving the provision of medical assistance, equipment transfer, and professional exchange creates a foundation for the further development of the community's healthcare system.

Youth and Cultural Cooperation

An important focus area has been the involvement of youth in international exchanges. Representatives of Kamianets-Podilskyi took part in the "Meet Europe" program organized by the Municipality of Esslingen. Participants presented Ukrainian culture, traditions, and language, engaged in discussions on Ukraine's European integration, and met youth from other European countries.

Cultural cooperation also includes international theater workshops. Youth theater studios from Kamianets-Podilskyi, "Melpomena" and "Tandem," participated in an international theater workshop in Esslingen, collaborating with professional artists and youth from other countries.

Sports Cooperation

As part of the partnership, youth sports are also developing. Following agreements reached during the working visit in 2024, a children's football team from Kamianets-Podilskyi was invited to Esslingen to participate in an international youth football tournament. Such interaction promotes youth sports development alongside intercultural exchange.

Civil Protection and Urban Infrastructure Support

A distinct focus area is support for Kamianets-Podilskyi's civil protection service and municipal infrastructure. As part of the cooperation, German partners provided specialized equipment for rescue services and discussed the transfer of firefighting vehicles and other required equipment.

In 2026, cooperation gained new practical momentum: the parties agreed to transfer five new buses and three firefighting vehicles with additional equipment to Kamianets-Podilskyi. The launch of new youth exchanges was also agreed upon.

 The cooperation between Kamianets-Podilskyi and Esslingen am Neckar serves as an example of modern Ukrainian-German municipal partnership, promoting humanitarian support and long-term cooperation in healthcare, civil protection, education, youth policy, culture, sports, and economic development.

The partnership gained special significance during the full-scale war, when Esslingen's support materialized into concrete projects—ranging from medical equipment and assistance for emergency responders to youth exchanges, professional cooperation, and prospective investment attraction. At the same time, the Municipality of Esslingen emphasizes that following the end of the war, it plans to support Kamianets-Podilskyi in the reconstruction process, particularly through the transfer of municipal expertise and professional exchanges between specialists.
