Lublin

Cooperation between Kamianets-Podilskyi and Lublin has had an official basis since 2016, when the two cities signed a Letter of Intent on Cooperation. According to official information from the City of Lublin, Kamianets-Podilskyi is among the cities with which Lublin maintains friendly relations based on such a document. At the same time, Lublin has a separate category of official partner cities, so it is more accurate to describe these relations as partnership and friendly cooperation rather than formal twinning.

The partnership primarily focuses on local government, education, international cooperation, European integration, strategic project development, and the exchange of administrative experience.

Cooperation in the Field of Local Government

One of the key areas of cooperation is the exchange of experience between local government authorities. Lublin has extensive experience in urban governance, international cooperation, and the implementation of European projects, which is of practical interest to Kamianets-Podilskyi.

An important example of such cooperation was the study visit of the Kamianets-Podilskyi delegation to Lublin in February 2025, held within the framework of the “Together for Europe” programme. Representatives of the Kamianets-Podilskyi City Council familiarized themselves with the functioning of local government in Poland and the European Union, and discussed international cooperation and the implementation of strategic projects. The programme included lectures, discussions, presentations, and visits to municipal institutions.

The visit continued the training course “Practical Application of European Union Law in the Activities of Local Government”, organized by the Centre for European Studies at Maria Curie-Skłodowska University in cooperation with the Lublin City Administration במסגרת the “Together for Europe” – Jean Monnet Centre of Excellence project, implemented with the support of the Erasmus+ programme.

For Kamianets-Podilskyi, this cooperation is particularly valuable as it provides an opportunity to learn from Polish and European experience in local government, strategic planning, international cooperation, and attracting European resources.

European Integration and International Cooperation

Lublin is one of Poland’s important centres for cooperation with Ukrainian communities. In its development strategy, the City of Lublin identifies its international role, relations with Ukrainian local government authorities, and educational links as important components of the city’s development.

In this context, cooperation with Lublin provides Kamianets-Podilskyi with opportunities to deepen European integration at the community level, establish contacts with Polish and European institutions, and develop joint international projects.

Of particular importance is the opportunity to benefit from Lublin’s experience in attracting European funding, developing cross-border cooperation, and participating in international municipal networks.

Educational Cooperation

Education is one of the most practical areas of cooperation between the two cities. The participation of representatives of Kamianets-Podilskyi in a training programme in Lublin in 2025 demonstrated the potential for direct exchange of experience between Ukrainian and Polish professionals.

An important role in this cooperation is played by Maria Curie-Skłodowska University (UMCS), which implemented the “Together for Europe” programme in cooperation with the City of Lublin. For Kamianets-Podilskyi, this creates opportunities to develop contacts not only between the municipalities, but also between educational and academic institutions.

This format may provide a basis for further student and youth exchanges, joint educational programmes, professional training for local government officials, and the implementation of international projects.

Current Stage of Cooperation — 2025–2026

Cooperation between the two cities has become particularly active in recent years. In February 2025, a delegation from Kamianets-Podilskyi visited Lublin as part of the “Together for Europe” training programme. The visit focused on gaining practical knowledge of European experience in local government, international cooperation, and strategic development.

Another important step was the participation of a representative of Lublin in international events held in Kamianets-Podilskyi. On 27 April 2026, during the tourism forum, Kamianets-Podilskyi welcomed delegations from Poland and Türkiye. The Polish delegation included Ewelina Graban, Head of International Projects at the Lublin City Administration.

Tourism and City Promotion

Tourism is a promising area of cooperation, as both cities have significant historical and cultural heritage and seek to develop international tourism.

Kamianets-Podilskyi has unique tourism potential associated with its Old Town, fortress, and multicultural history, while Lublin is one of the important tourism and cultural centres of eastern Poland.

The participation of a representative of the Lublin City Administration in the 2026 Tourism Forum in Kamianets-Podilskyi creates additional opportunities for exchanging experience in city promotion, tourism product development, and international positioning.

Summer Camp for Children in Lublin

An important area of cooperation between Kamianets-Podilskyi and Lublin is support for children and the development of youth contacts. In 2026, as part of the international cooperation between the two communities, a summer recreation and wellness programme for children from the Kamianets-Podilskyi community was organized in Lublin.

Such initiatives are particularly important in the context of the full-scale war, as they provide children with an opportunity to rest in a safe environment, improve their well-being, participate in cultural and educational activities, and learn more about Polish culture.

The organization of the summer programme is a practical example of how Kamianets-Podilskyi’s international cooperation can directly support residents of the community. At the same time, such visits contribute to building friendly relations between Ukrainian and Polish youth, promoting cultural exchange, and strengthening mutual understanding between the two communities.

Thus, cooperation in the field of children’s and youth recreation complements the municipal dialogue between Kamianets-Podilskyi and Lublin and provides a basis for further joint educational, youth, and cultural initiatives.

Cooperation between Kamianets-Podilskyi and Lublin has a stable and multifaceted character and is based on long-standing friendly and partnership relations. Cooperation between the two cities covers various areas, including local government, education, culture, tourism, and international cooperation.

An important component of the partnership is the exchange of experience, professional contacts, and mutual visits, which contribute to establishing new connections and exploring opportunities for joint initiatives. Particular importance is attached to cooperation in supporting children and young people, including the organization of summer recreation and wellness programmes for children from the Kamianets-Podilskyi community.

In the current context, the partnership between the two cities has become even more significant, contributing to support for the Ukrainian community, the development of international contacts, and the strengthening of Ukrainian-Polish relations. The existing ties provide a solid foundation for further joint projects and deeper cooperation between Kamianets-Podilskyi and Lublin.
