Cooperation between Kamianets-Podilskyi and Przemysl is one of Kamianets-Podilskyi’s long-standing partnerships with Polish cities. The official cooperation agreement was concluded on 10 December 1997. The document established the main areas of cooperation in the fields of culture, education, sports, local government, and economic development. In its current strategic documents, the City of Przemysl continues to list Kamianets-Podilskyi among its partner cities.
Relations between the two communities are comprehensive and have developed over the years through mutual official visits, the participation of delegations in city events, cultural and educational contacts, and cooperation in the fields of tourism, the economy, and local government. In Przemysl’s strategic documents, culture, education, tourism, and the economy, as well as the integration of local communities, are identified among the key areas of international partnership.
Cultural Cooperation
Culture is one of the traditional areas of partnership between Kamianets-Podilskyi and Przemysl. Cooperation includes the participation of representatives of both cities in cultural events, city celebrations, and international events.
One example is the participation of a Przemysl delegation in the Kamianets-Podilskyi City Day celebrations in May 2019. Representatives of the Polish city took part in the official celebration programme and met with the leadership of Kamianets-Podilskyi.
The practice of delegations participating in city events has a long history. In 2016, representatives of Przemysl also visited Kamianets-Podilskyi on the occasion of the City Day celebrations. The Polish delegation took part in the festive programme and meetings with representatives of other partner cities.
Educational and Youth Cooperation
Education and youth policy are important components of the partnership. Przemysl’s official documents state that the city’s international cooperation is aimed, in particular, at exchanging experience in the fields of education and youth policy, as well as at developing contacts between institutions and organisations.
Over the years, the partnership has included opportunities for educational and youth exchanges, as well as the participation of representatives of educational institutions and youth organisations in joint activities.
For Kamianets-Podilskyi, this area of cooperation is particularly important, as partnership with the Polish city helps expand international contacts among young people, facilitate the exchange of experience, and create opportunities for children and young people to participate in international initiatives.
Cooperation in the Field of Local Government
An important component of the partnership is direct dialogue between local government authorities.
Within the framework of the partnership, representatives of the municipalities participate in mutual visits, official meetings, conferences, and city events. Przemysl’s official documents identify the exchange of contacts and experience in the field of local government as one of the areas of international cooperation.
This form of interaction creates opportunities for exchanging best practices in community governance, implementing local initiatives, and developing new areas of intermunicipal cooperation.
Economic Cooperation
Economic development was also identified as one of the areas of cooperation under the 1997 agreement. The agreement provided for contacts between entrepreneurs and economic institutions, as well as the exchange of information on opportunities for developing economic ties.
Practical steps in this area were undertaken, in particular, during visits by representatives of Przemysl to Kamianets-Podilskyi. In 2016, a Polish delegation took part in an international economic forum in Kamianets-Podilskyi, providing an opportunity to present the economic and investment potential of the partner territories.
Thanks to its border location and experience of cooperation with Ukrainian cities, Przemysl has the potential to become an important partner for Kamianets-Podilskyi in developing economic ties and European projects.
Cooperation During the Full-Scale War
Following the outbreak of the full-scale invasion, the nature of Ukrainian-Polish municipal cooperation changed. Solidarity, support for Ukraine, direct contacts between communities, and joint responses to the challenges posed by the war have become significantly more important.
Przemysl, as a city located close to the Ukrainian border, plays a particularly important role in Polish-Ukrainian cooperation. The city’s strategic documents emphasise the importance of international relations in the fields of culture, tourism, the economy, and the integration of local communities.
For Kamianets-Podilskyi, maintaining its partnership with Przemysl during the war is important both as an expression of support for the Ukrainian community and as a continuation of the long-standing municipal dialogue between the two cities.
Visit of the Mayor of Kamianets-Podilskyi to Przemysl in 2025
One of the most notable events in the recent stage of cooperation was the participation of the Mayor of Kamianets-Podilskyi, Mykhailo Positko, in the international meeting of Przemysl’s partner cities held as part of Wincentiada 2025.
Representatives of Przemysl’s partner cities from Germany, Hungary, Slovakia, France, the United Kingdom, and Ukraine arrived in Przemysl. Among the Ukrainian representatives was the Mayor of Kamianets-Podilskyi, Mykhailo Positko. During the official meeting at the city administration, the participants held friendly discussions and discussed plans for further cooperation.
The visit confirmed that the partnership between Kamianets-Podilskyi and Przemysl continues to be maintained at the highest municipal level.
At the same time, Kamianets-Podilskyi’s participation in the international meeting of Przemysl’s partner cities provided an opportunity to maintain contacts with other European municipalities and to represent the Ukrainian community at the international level.
Visit of the Przemysl Delegation to Kamianets-Podilskyi in 2026
An important continuation of the partnership was the visit of a delegation from Przemysl to Kamianets-Podilskyi in May 2026.
Representatives of Przemysl visited Kamianets-Podilskyi as part of the City Day celebrations. On 15 May 2026, the official website of the Kamianets-Podilskyi City Council reported on the participation of Polish representatives — including delegations from Tarnowo Podgórne, Sanok, and Przemysl — in the festive events.
The participation of representatives from Przemysl in the events in Kamianets-Podilskyi was another expression of support and a continuation of direct dialogue between the two communities amid the ongoing war.
Partnership between Kamianets-Podilskyi and Przemysl is one of Kamianets-Podilskyi’s long-standing and multifaceted Polish-Ukrainian municipal partnerships. Over nearly three decades, cooperation has encompassed culture, education, youth policy, tourism, the economy, and local government.
The partnership has acquired particular significance in the context of the full-scale war. Despite the challenging circumstances, direct dialogue between the two communities has been maintained, as demonstrated by the participation of the Mayor of Kamianets-Podilskyi in the international meeting of Przemysl’s partner cities in 2025 and the visit of a Przemysl delegation to Kamianets-Podilskyi during the City Day celebrations in May 2026.
Going forward, the partnership has the potential to develop into a greater number of concrete joint projects in the fields of tourism, culture, education, youth policy, economic development, and European integration. Particularly promising is the use of Przemysl’s experience as a Polish border city to strengthen Kamianets-Podilskyi’s international relations, engage European partners, and develop joint projects aimed at the recovery and development of the community.
